George A. Ramirez is the founding principal of Intersect Strategies. George brings more than 25 years of wide-ranging experience in economic development, business, policy development, state and local government, and political campaigns.
Prior to founding IS, George served as Executive Vice President of Operations for MassDevelopment, overseeing the redevelopment of the former military army base in Devens, Ma. In this capacity, he partnered with national and international companies like BMS, N.E. Studios, SMC LTD, and Nypro, fostering economic development by helping them work through the Massachusetts Economic/Tax incentives and local regulatory process. Prior to that, he served as General Counsel to the Secretary of Housing Economic Development (EOHED), under Governor Deval L. Patrick. As General Counsel, he worked with elected and appointed state and federal officials along with CEOs of private industry, coordinating government assistance for economic expansion. He also wrote and monitored legislation. George served as chairman of the MA Economic Assistance Coordinating Council, became a member of the Emerging Technology Fund Advisory Committee, and was appointed a member of Governor Patrick’s Development Cabinet. Earlier in his career, George served as a member of the City Council for the City of Lowell, Ma. George was also an aide to former Governor William F. Weld, an advisor to State Sen. Dan P. Leahy, and an aide to former State Sen. Paul J. Sheehy. He has also served as a Trustee for Suffolk University and has held and continues to hold positions on boards and commissions.

Real estate & Project Development: IS guides its clients through this complex and potentially controversial land development regulatory process, and helps secure government funding for infrastructure and incentives through Massworks and the MA Economic Development Incentive Program (EDIP).
Economic Government Incentives (Tax Credits and Grants): IS can assist businesses and non-profits in obtaining government grants, loans, tax incentives, or contracts. We will help formulate a competitive proposal that fits the needs of both your organization and the relevant government agency.
Executive Management Advising: Today business and government leaders juggle a host of important tasks: a budget, staff, board of directors, the media, and the mission of the organization. IS understands this can be overwhelming and is prepared to offer advice on how to work with the board, media, and issues management.
